Added MPQCCommandJob and result container MPQCData.

  • MPQCData contains data to be serialized into FragmentResult.
  • MPQCCommandJob implements mpqc-specific result extractor.
  • added unit test for MPQCCommandJob.
  • added unit test for MPQCData.
  • Property mode set to 100644
